What does "fits smaller to size" mean?

I was shopping online at Express and one of their bathing suits has in the sizing details that it "fits smaller to size". I think that it means that it runs small (if I'm usually an XS I would buy an S) but I've never heard this phrase before so I wanted to make sure I was right before deciding what size I need.
