1999 Audi a4 coil packs?

Hi, I have a 1999 Audi a4. Recently when I would pull out at a light or anytime I take off the car shutters or jerks. But it is only happening when I take off when I'm on the highway going 60mph the car seems to be running fine. Then I took it into the garage and when they test drove it it ran fine and ran fine for me the rest of the weekend. But it has just started doing it again.I have been told my coil packs are probably bad. But would they be fine one minute then bad the next?
